Single Project Implementation Unit (SPIU) - Ministry of Trade and Industry (MINICOM)

The establishment of a Single Project Implementation Unit (SPIU) in Ministry of Trade and Industry (MINICOM) stemmed out of the desire by the Government of Rwanda (GoR) to improve coordination in project implementation processes across Ministries and other Government agencies.

The SPIU, therefore, plays host to all project management phases (Initiation, Planning, Execution, Monitoring and Control as well as Closing) in order to complete the project life cycle in the Ministry. Regarding the implementation of Great Lakes Trade facilitation Project (GLTFP), the Single Project Implementation Unit (SPIU) of MINICOM serves as the overall project management team, coordinating all activities with other key three agencies: RCAA, RTDA and LODA. Hence, the overall success of the project hinges on SPIU.

The Ministry of Trade and Industry  specifically focuses on Policy Reforms to Facilitate Cross Border Trade which will lead to improved border crossing regulatory framework, movement towards coordinated one stop border posts, and enhanced cooperation to facilitate trade in services especially logistics, financial and key professional services.

Furthermore, the Ministry of Trade and Industry under the implementation of Great Lakes Trade Facilitation Project oversees the Capacity Building to Facilitate Cross Border Trade sub-component which will enhance institutional capacity, approved approach to cross border trade management, and enhanced regional coordination of STR programs.
